Im sorry if you already answered a version of this (I tried browsing your blog beforehand, there is a perfect amount of Ginoza) My question: When Kamui initially pointed the Dominator at Misako Togane her CC was about 300, so was some other brains in Sibyl, which is why I’m confused since the number should never be above 100 for the criminally asymptomatics. How is that possible? Sorry for the trouble!

I will do my best to answer this as clearly as possible since this subject can be a little confusing to grasp the concept. Normally I answer in private but I get this question quite often so I’ll post for everyone can read it.
Do you recall when Akane ends up comparing Sybil to God. If God is perfect, can anyone criticize His actions? Let’s start by establishing that we know that Sybil is in fact no God. It’s completely flawed, with so many different ways to outsmart it or avoid its detection.
Omnipotence Paradox is the key concept to comprehend if you want to truly understand exactly how Kamui was able to judge Misako Tougane with the dominator and kill her.
Can an omnipotent being create a rock so heavy that it cannot lift? The answer is of course it can because it’s omnipotent, it can do anything it likes. Using this logic, Sybil can do whatever it likes because within the boundaries of the city it’s supposed to have complete control and thus nobody can judge its actions.
But there is a catch here that becomes apparent when you throw in the Euthyphro Dilemma. Its original content had to do with the origin of morality. Did God arbitrary point out what counts as good or evil, or did he use some sort of logic that exists past him? Meaning, if good and evil exist as concepts outside of an omnipotent God, then He is not really omnipotent since He needs to abide to them. If on the other hand, He decided what counts as good or evil, then the whole thing becomes a selfish concept that was established based on personal interests. And since He is omnipotent, He can change the concept of good and evil at anytime He feels like it.
If Sybil is supposed to be like God, then it definitely used the latter case. The brains are the ones that decide if someone needs to be arrested or killed, and they are the ones that bend the rules when it suits them without ever punishing themselves for doing so. It may seem on the outside that they use impartial standards to judge someone, like the color of his hue, or his crime coefficiency number but there are cases when they make exceptions and do as they please to promote their portfolio, which is to have complete control over the world. Prime examples of this is how they hide Tougane’s true crime coefficient and we also saw in season one how Sibyl decided that Gino was no longer of any use to them and we all know what happened to him afterwards, he became a latent criminal.
So using this logic and now we insert Kamui to the equation. A being that can not be judge by Sibyl, he is the paradox to the omnipotency. If you remember correctly how Kamui and his crew started shooting the hostages in the carts to temporarily overload the Sibyl system? This was done in order to create a gateway for a short moment and this is what allowed Kamui to judge Misako Tougane and to measure the crime coefficiency of Sibyl.
By doing so in order for Sibyl to survive it sacrificed the brains that caused it’s crime coefficient to be cloudy and thus returning to a purest of white and in the end Kamui was then recognized by Sibyl and that led for him to being judged. Because when Kamui created the paradox it not only made Sibyl vulnerable but it also made himself vulnerable and that’s how both of them were able to be judged in the end.
