On This Day in History August 5, 1963 the United States, Britain and the Soviet Union signed a treaty in Moscow banning nuclear tests in the atmosphere, outer space and underwater. The U.S.S.R was represented by Andrei Gromyko, the United Kingdom was represented by Alec Douglas-Home, and the United States was represented by Dean Rusk.
The treaty was signed in Moscow and was ratified by the U.S. Senate on September 24, 1963, by a vote of 80 to 19. President John F. Kennedy signed the treaty on October 7, 1963 and went into effect October 10, 1963.
