Public order laws are so fucking evil in their vagueness. Absolutely you need laws that allow for dealing with people who haven’t physically harmed others, but they’re just sooooooo vague and basically boil down to whatever the police officer considers “disturbing the peace” and that’s just carte blanche for them to detain/arrest anyone who hurts their feelings.
Legislators get paid enough you’d think they could write up a few clear definitions.

今回3泊6日という日程になり、丸1日ｘ2日、半日ｘ2日のなかで3都市行くことになった。3都市の治安は自分の行動の中では悪い順でブリュ＞アムス＞ケルンだと感じた。そもそもケルンは田舎町という感じだったけれど。アムステルダムは昼間は観光都市という感じで持っているカバンが開いていてもスラレないような比較的安全な感じがしたが、夜になれば雰囲気がガラリと変わる。コーヒーショップと呼ばれる大麻吸える店はぎゅうぎゅうに客が入っているし。飾り窓地区に行けば赤いライトで囲まれる小部屋で娼婦が客を誘惑している。暗くなってその雰囲気に飲まれる前に帰ってしまったから本当は分からないけれど。ブリュッセルは南駅以南は出歩かないほうがいいと明確に言われているので立ち寄らなかったが、それでも駅周辺で計7～8回くらい話し掛けられただろうか。タバコくれだの、火を貸してくれだの。中央駅付近は出歩いたが、他と比べても圧倒的にgraffitiの量が多い。それだけ監視の目が薄い都市だということが分かる。本来はどこも、もっと歩き回って街に慣れて街の雰囲気を味わいたかったのだけれど、1都市1日ほどしか居れなかったので少し心残りではあるが、それ以上いても時間を持て余すという感じもするのでこれくらいが丁度よかったのかもしれない。
