Bridging Policy and Practice in Urban India: A Practitioner’s Perspective
In this conversation, Dr. O.P. Agarwal, Director, Centre for Urban Transition at Indian School of Public Policy, speaks with Shri. Durga Shanker Mishra, Former Chief Secretary, Uttar Pradesh, on the realities of urban governance in India. Dr. Agarwal is a former IAS officer (1979–2007) with extensive experience in urban transport policy and governance.
He has held senior roles in the Government of India and Assam, contributed to the National Urban Transport Policy (2006), and has worked with global institutions including the World Bank. Drawing on decades of administrative experience, Shri Mishra reflects on the challenges of translating policy into effective implementation, the gap between intent and execution, and what it takes to build responsive urban systems.
