this is Finn also know as Gills, He is a shapeshifting vigilante.

Finn didnt have the best parents ( wow shocker jrwi character with bad parents) and they didnt want to deal with finn so they sent him to a ‘hero program’, turns out this hero program was actually a lab that tested on humans to turn them into super humans. after years then end up changing finns dna. after a few more months finn ends up escaping, and instead of becoming a hero he decides not to and decides to become a vigilante instead

yknow how most of the pd characters have their own progression when it comes to their problems? well finn’s is that he is slowly losing himself. example: his eye are now permanently that yellow with slit pupils, and slowly they forgets his actual face and cant shift back, he start to lose themself in the GILLS persona and cant shift back to what they were, and he start to feel that he is letting that ‘hero program’ that hurt him, win
