OH MY GOD I HAVE A THEORY.

It might have been said before, but in the beginning of 5x15 Alison was begging Toby to make her friends visit her, and then in the end of the episode she gets that note saying they'll see her soon, the note by the way was NOT signed by A, it was totally Toby, I mean he has access to her, we saw that in the episode, and when he said "I also remember who's words put me there", everyone took it as an aggressive statement but if you think back to 5A Toby actually was GRATEFUL because it meant that he got the chance to be away from Jenna, so I may be going out on a massive stretch but TOBY IS TRYING TO HELP ALI.
