in opposition to viserys, dany's established as a very observant character, even going as far back as her first chapter. where the men in her life fail, she prevails: it's a constant reminder throughout her arc, and this was inforced from the very beginning. viserys would never be a ruler.

⛓️💥 — If they studied at the Citadel, what links would they forge? Do they like learning?
If Rhaelli studied at the Citadel, she would forge links, including
bronze (astronomy, astrology) -> I suppose that she would like to study astronomy and astrology because of the impact the bleeding star shierak qiya had on her and her family's life.
copper (history) -> She would dutifully study history in order not to make the same mistakes her ancestors and predecessors (or people from the past, in general) did.
iron (warcraft) -> I imagine that Rhaelli and her dragon siblings were like I can't wait to burn the world for you, mama in their childhood. She would also continue her late father's tradition of growing a long braid and never cutting it, while conquering new lands and liberating their people in her mother's ways.
silver (medicine, healing) -> Her father and twin brother died because they lacked proper medical care and trustworthy healers, and she would like to make sure no one else suffered their fate.
Valyrian steel (the higher mysteries) -> Magic played — and still does — a great role in Rhaelli's life. A brother she lost, and three siblings she gained. I believe her to view magic in two aspects — a force of creation and a force of destruction — and she would strive after taming both of them.
I headcanon canon that she absolutely adores books and scrolls, yet when it comes to the subjects like medicine and warcraft, she would prefer learning with practice and her own experiences, as they seem to be more physical to her. Healers and generals deal with other people in their tasks, so she would like to deal with people too.
History, astronomy and astrology, in her opinion, focus on theory and observing people and processes rather than engaging with them.
All while magic belongs to both these categories.
🕯️ — Are they religious? What faith do they follow and why? Do they pray of habit or true belief?
Yes, Rhaelli is religious.
As for the faith, or rather faiths, she follows... Ever since she was born, she would travel a lot and have contact with multiple cultures. She finds her own beliefs in many religions. If I had to mention deities that attract her most, I would choose the Seven and the horse god of the Dothraki. These are the gods of her ancestors and her people. As for her actual views, like views views, she learns to combine the traits of these faiths in her belief system, and she finds it very comforting.
I think that she makes a habit out of her prayers in order to strengthen her faith. It's like a circle. The more she prays, the more she believes. The more she believes, the more she prays.
🐦⬛ — Does your oc have any magical abilities? Do they believe in the occult or do they think it’s just stories and old tales?
She has an emotional bond with her dragon sister, Viserion. I would compare it to the bond between Rhaenyra and Syrax. They are linked together. Viserion feels Rhaelli's emotions, senses her experiences, and also responds to them. A few examples that come to my mind at once... The dragon eggs laid by Viserion will be given to Rhaelli and Aemon's children in the cradle and hatch, recreating the dragon race. Viserion would also feel any pain Rhaelli would feel during a labour (the same with Syrax screaming alongside Rhaenyra). In addition, Viserion seems and feels very protective of Rhaelli, as Syrax did with Rhaenyra. They are also similar to each other, their mannerisms and habits are alike. That would be the main magical ability of Rhaelli Targaryen.
Another one that appears while I am thinking about it... Well, perhaps, the unusual story of Rhaelli's birth counts as a magical ability. Daenerys was unknowingly carrying twins, and as a khalakka is more preferred than a khalakki in the Dothraki culture, everyone, including the Dosh khaleen and the parents themselves, just assumed that the babe would be one boy, not a boy and a girl. Mirri Maz Duur thought that the child in Daenerys' belly was a boy, as well. Therefore, when she began her revenge against Drogo's khalasar, she casted the spell or the shadows (or whatever it was, I am not sure to this day) only in Rhaego's direction. Rhaelli was unharmed by Mirri's magic and was successfully delivered.
She is the Sister of Dragons and she believes in magic. Her relationship with magic, though, is one of a dual approach. She is fearful of certain types of magic (like Mirri's magic) and, at the same time, interested in others (like her mother's magic, like the wargs and the seers, like the dragon dreamers and the green dreamers). I am not exactly sure what her opinion on magic would be if Daenerys had chosen not to wake dragons from stone. Perhaps, it would be rooted in the beliefs the Dothraki have about magic. Who knows? All that matters is that Rhaelli survived the attack on her life, and that Dany walked into her husband's funeral pyre and emerged unharmed with three baby dragons.

I find very interesting how, every time this fandom want to criticize a feminine woman and make her look evil, they will recreating Cersei.
I swear Cersei is so cruel that sometimes she sound as a dark caricature of the evil stepmother queen yet people will always push all her personality traits on every single feminine woman that they dislike.
"Daenerys will be the evil queen that destroy everything" no honey, THAT IS CERSEI.
"Catelyn is a terrible person with a distorted idea of motherhood" no honey, THAT IS CERSEI.
"Sansa wanted to be queen because she obsessed with power" no honey, THAT IS CERSEI.
"Rhaenyra is just Cersei" no honey, she is not the evil stepmother caricature in that story.
