The release of both SHIELD and HYDRA's systems provided him with a lot of helpful information, without it he'd likely have been chasing his tail rather than scratching agents off his list one by one. Many went into hiding when both organizations fell, scattered like rats fleeing a sinking vessel but their attempts to hide under false identities only protected them for so long.
While not the target of his attacks, SHIELD agents could provide him with useful information regarding details that he'd yet to crack from the encoded files and he'd do whatever was necessary to get them to speak. It was that alone that led him to hunting down 'Furiosa', an assassin for SHIELD that could very well have some information about whether or not the organization was attempting to reform. It was a foolish endeavor and would likely only bring HYDRA to do the same.
Tracking her down, he waited until she was somewhere quiet, away from any curious onlookers that might notice him grab her from the shadows. There was no gentility in his touch, metal hand gripped around her prosthetic to pin it in place as he pushed her against the nearest wall and his icy gaze set on her intently.
