The page is from chapter 3 of Raiden-18 and the second panel depicts a zombified former CCP Chairman Mao Zedong ('Kezawa Higashi') asking where the toilet is.
Arakawa: The third chapter was when pirated editions of Fullmetal Alchemist were being churned out in "that country" like crazy and I was feeling bitter. I was thinking that my work wasn’t selling well there anyway, so I decided to draw a manga that couldn't be pirated in that country. That’s the chapter I created with that kind of defiant attitude—like “You’re not getting this one, I’m going with material you can’t bootleg.” Something like that, I think.
