Legendary Resistance 3/day If the dragon fails a save, they can choose to succeed it instead.
Actions Multiattack The dragon uses its frightful presence then makes 3 attacks, one bite and two claw attacks
Bite melee weapon attack +22 to hit, reach 20 ft, single target Hit: 27 (3d10 +12) piercing damage plus 18 electric damage
Claw melee weapon attack +22 to hit, reach 15 ft, single target Hit: 21 (3d6 +12) slashing damage
Tail melee weapon attack +22 to hit, reach 25 ft, single target Hit: 24 (3d8 +12) bludgeoning damage
Frightful Presence Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 21 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Lightning Breath (Recharge 7 Rounds) The dragon lets out a powerful blast of lightning in a 200 foot line that is 15 feet wide. Every creature within that line must make a DC 28 Reflex Save or take 100 damage (30d10) on a failed save, or half on a successful save.
Legendary Actions: Detect, the dragon makes a Perception (Wisdom) check Tail Attack, the dragon makes a tail attack Wing Attack, The dragon beats its wings. Each creature within 15 feet of the dragon must succeed on a DC 27 Dexterity saving throw or take 21 (3d6 + 12) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
Extra Abilities These are innate spell like abilities that Raikoushin can uniquely use
Shapeshifting - Raikoushin is able to transform into a variety of creatures through magical will. He often takes the form of an elf with golden hair and eyes
Roaring Thunder Dragons Cannon - After a brief incantation, Raikoushin is able to unleash this alternate breath weapon that strikes with both sonic and electrical damage. It can only be used once per encounter as it can be heavily taxing. It has a range of 210 feet with a 10 foot wide spread. All those caught in the line take 84 sonic and 84 electric damage for a grand total of 168 damage (28d12). DC 30 reflex save to take half damage.
Four Runes of The Dragon Raikoushin created a powerful and unqiue magical ability known as "The Four Runes" that draw heavily on the body but can be devistating.
1st Rune: Lightning Dragons Pain Use when Raikoushin reaches 3/4 Maximum HP Raikoushin channels electrical energy into his tail and makes a large sweeping motion, unleashing a wave of electrical damage that is 100 feet wide and rolls on for about 50 feet. All those caught within the wave take 80 electrical damage (20d8) Reflex Save DC 25 for half damage.
2nd Rune: Lightning Dragons Sorrow Use when Raikoushin is at 1/2 Maximum HP Raikoushin lets out a loud and painful cry which causes storm clouds to gather and start raining down blasts of lightning. This lasts for 6 rounds (1d12) and each individual lightning bolt deals 25 damage (5d10) reflex save DC 16 for half damage
3rd Rune: Lightning Dragons Fury Use when Raikoushin is at 1/4 Maximum HP Raikoushin channels all his electrical energy and combines his Roaring Thunder Dragon Cannon and his breath weapon into one devistating and massive blast reaching out to 300 feet long with a 20 foot wide area to it. Anything caught within this blast takes 210 Electrical and 210 Sonic Damage for a total of 420 damage (70d12) reflex save DC 40 for half damage
4th Rune: Lightning Dragons Final Gambit Use when Raikoushin is at critical HP (Death within the next 2 rounds of combat) Raikoushin builds up all his remaining energy as well as health into one final devistating attack. While channeling this ability Raikoushin has a barrier around him that renders him Immune to all damage for 3 rounds. After the 3 rounds have passed the barrier condenses and forms around his maw as he unleashes one final devistating blast of golden electrical energy. This attack has a massive range of 300 feet long and 50 feet wide, all the energy channeled is immune to damage resistences and deals a massive 350 electrical damage as well as 350 sonic damage for a total of 700 damage + all remaning health but 1 (70d20) with a reflex save of 50 to take half damage. This attack cannot be completely evaded not even by the quickest of hero and will likely destroy any nearby civilizations. After this attack Raikoushin is left completely exhausted and with only 1 hit point and is increadibly fatigued, needing to sleep for 12d10 years.
Sword Sealing Due to an ancient orginization of monks Raikoushin is particularly vulnerable to sealing techniques and tends to have a fondness of swords. Even if he isnt "officially" sealed away there are times after using the 4th Rune he takes the form of an Elven Shortsword while he slumbers.
