I was originally going to draw something for this, and I might still do that, but I decided I should probably just answer your question first.

Ok, so to answer this question, I need to explain how the cycle works.
The basic concept of the cycle in Rain World is that anything that dies will not permanently stay dead.
Except for that fact that this isn’t necessarily true at all. When you kill something in Rain World and continue on to the next cycle, whatever you killed stays dead and doesn’t come back. It only comes back if you also die.
The only explanation for this is that the timeline duplicates itself every cycle. When a new cycle begins, (we’ll call it C1) some things will die, and some will make it to the next cycle. Anything that makes it to the next cycle will continue on to C2. However, while this happens, a copy of C1 is created as it was at the very start of the cycle. We’ll call this cycle C1B.
The process will continue to repeat so there is a C2B, and eventually a C1C.
Because of this, if you survive C1, there will be an instance of you both in C2, and C1B. If you die in C1 however, there will only be one instance of you, and it will be in C1B.
Now here is where Lancer comes in.
Lancer doesn’t obey the cycle, in the sense that regardless of whether Lancer dies in C1, he will be in both C2 and C1B. No matter what, there is an instance of Lancer in EVERY ACTIVE TIMELINE. YOU CANNOT BE RID OF HIM.
King’s scavengers do initially TRY to kill him, but they eventually give up after realizing it’s a wasted effort, and Lancer is basically harmless anyways.
No one even knows why or how Lancer can do this. At least, not anyone coherent or sane enough to explain.
