I think the reason why Belos would bring back Raphael (my Golden Guard/Black Guard OC) is because he misses how Raphael treated him before it got overbearing. While Hunter may have looked a lot like Caleb, Raph acted like him, only more monotone and quiet and it nearly made Belos feel like he was a child again around him.
Regardless of Belos being a grown adult during his crusading era, Raph would still pick him up and carry him in ways Caleb did growing up, be it on his back, under his arm, or princess carry, depending on the situation. Raph being stronger that Caleb helped greatly with this.
Raph stuck to witch hunting tactics and teachings like they were the Bible itself, though he was much more discreet due to the current predicament. The Grimwalker had "talked sense" into Belos a handful of times when it came to plans to take out groups of witches, i.e. "That's not going to kill everyone present. You need something larger but more discreet unless you want to get caught." This surprised and delighted Belos at the same time.
On the rare occasions when Raph did smile, Belos saw Caleb in him.
Raph often chided Belos to "go to bed" if he was caught planning late into the night and asked him when was the last time he ate or slept before forcing Belos to remedy it.
At times, he'd say things that Caleb once said, unprompted, and had his sense of humor too, albeit deadpan, which made Belos pause and wonder if this really was the man reincarnated. He was essentially in hell. It could happen, right?
Belos truly felt like he had his brother back... Until his own blood that accidentally tainted the Galdur stone he used for Raph started to rear its ugly head and Raph became more unhinged and over protective as time went on. It wasn't long before Belos realized he was facing the same kind of manipulation he used on the other Grimwalkers to keep them under his thumb. He was sure Raph knew that this realization terrified him since Raph would block any attempts to "remedy" this. His "dear little brother" needed him, so there was no reason for Raph to "go away" like Belos tried to order him to. Belos knew that if he didn't take care of this at that time, he was facing a Grimwalker's death at Raphael's hands.
