Ok so today I saw this comment on Reddit that Ruin might've messed with Alendi's journal. It's crazy that I've never thought about this.
The part about Rashek being jealous of an outsider came from a journal Vin stole from the keep. It was bad info from Ruin as he wanted to paint Rashek as greedy for taking the power. Trust nothing not written in metal my friend.

You know as a Rashendi truther I used to pour scorn on Rashek for leaving his boyfriend's jounal in some sort of a utility room stuffed with furnitures. No lock, no guard, just lying forgotten on the ground. This makes sense now: Rashek no longer treasured Alendi's journal because it had been so heavily edited by Ruin that it became barely recognizable.
That said, we do have Kwaan's words in metal that Rashek was this hateful youth.
So my guess is that young Rashek at that time was indeed very angry at Alendi, an oppressor somehow chosen as their hero, but the whole "Terris Supremacy" or "dominate" part could be Ruin's later insertion or exaggeration, as it fitted perfectly with TLR at the end of TFE, which led Vin to realize TLR's true identity. In short, Ruin made Rashek's characterisation more similar to TLR to help Vin connect the dots.
