Chara isn’t the most expressive or warm person. She may not have a soul, but she certainly has a heart. Gods cannot die through conventional means, so Raska ended into Nowhere when he was a child. She took him and cared for him until his magic became strong enough for him to return to the mortal world.
Despite everything, Raska still sees Chara as her maternal figure, and he visits her whenever he can.
