It probably has to do with how girls can get away with wearing "masculine" clothes these days (i.e. T-shirts, pants, short hair, etc.), which is pretty common these days, while a guy in a dress or skirt is certainly going to attract a shitton of attention. 

Of course this is not to say that female crossplayers are devoid of problems; I'm not very knowledgable on that, all I know is that it involves chest binding, which doesn't sound like the most comfortable thing in the world, especially for more well-endowed cosplayers.
