No one who was paying any attention at all to him missed that he's resentful as fuck of Shoto, that's been strongly foreshadowed since his debut in the Forest Training Camp attack. No one's mad at Touya that they're not gonna just kiss and make up immediately. Criticizing his Final War actions and the writing behind them is not saying that in any way.
What left people "disappointed and upset" was the fact he went from "traumatized and understandably resentful" to "hates him MORE than he hates Endeavor and wants to torture him to death, cannot be reasoned with in any way". I am firm in my opinion that Dabi and whatever Hori's original idea was for him was driven directly off a cliff in order to make golden boy Endeavor not look as terrible. He turned the angry and traumatized victim of psychological abuse into the fucking Devil just to make sure the audience would root for his abuser putting him down like a mad dog, it largely fucking worked and DAMN I am annoyed.
