I have a lifelong Interest in Science, Mathamatics, and Physics. One of the things that I did early because of this Interest was commence a study in Rules. Respect Rules. Rules are restrictive first whatever they disallow, and then what the Rule says, and then what it allows. Rules are statements. Prescriptive Rules provide a specification of what is allowed and are in general use everywhere. R.T.M. is based on Rules. If a powerpoint (G.P.O.) is allowed some places by a prescriptive Rule first where it is allowed and then by where Rules further restrict. It provides an organised work manner and planning. Rules restrict, Rules can further restrict, Rules organise. Organised work is efficient and well planned, but only with the Rules necessary for safety and Regulation, specification can be provided separately per job, site or workplan contract. It is why a site often Employs a document writer as well as the plans to work alongside work.
