During the summer I failed a course and got an F. I'm planning on taking it again but can i get the letter removed from my transcript and if i can how would i do so
You would need to petition your faculty in order to do that.

Hi, I am in my fourth year and I am interested in applying for a couple of graduate schools but I have a few marks from first and second year that I would like to remove from my transcript. do you think its too late to petition them or is there still a chance for my petition to get approved?
If your reason for petitioning is solid enough and can be supported by additional documentation (medical records, physicians’ statements, death certificate, or anything like that to support your petition), it wouldn’t hurt.
You wouldn’t necessarily have first-year leniency on your side, though, and you’d lose those credits, so it probably wouldn’t be the best choice at this point unless you have a strong enough case and are willing to make up the lost credits.

There’s usually a deadline for petitions, you have upto 1 year after the end of the course to petition. If you’re petitioning now then it’s a far stretch to have it accepted, (unless you have a VERY VERY convincing reason and can explain why you’re petitioning after 2/3 years).
