What are your thoughts on Rend Heaven and how do you think it compares to Ignis?

Rend Heaven is pretty bad except for a few classes, because most of the time you attack to the enemy’s weaker defensive stat and most classes are either weak in both physical stats or both magical stats.  Eventually you come across units whose unused offensive stat is just 0, so Rend Heaven doesn’t help you if you attack the corresponding defensive stat.

The best use of Rend Heaven would be to put on physical units that will often deal with other physical units.  Generals, Berserkers, Heroes, Wyvern Lords, Great Knights, Paladins, along with low-damage units that could benefit from an occasional boost like Ninjas.  Maybe Kitsunes/Wolfskins as well. Unfortunately, no Basara on Conquest, so my dreams of Wary Fighter + Rend Heaven!Benny are shattered (until tomorrow).

For those specific classes, I think Rend Heaven > Ignis, but the majority of the time I’d take Ignis for consistency.  Certainly any dual-attacker class like Dark Knight or Dark Flier would prefer Ignis, because you could match to the enemy’s weaker defensive stat and still get an occasional damage bonus.
