inside the brethren court, jack's legend is legitimized by the fact that he's a pirate lord. they must suffer his theatrics and his nonsense because his vote/opinion counts as any other's. whereas outside of the dynamics of the brethren court, where pirate nobility is less weighty, jack's status as a pirate lord is legitimized by his legend. the two go hand in hand, but at some point he wouldn't be jack sparrow without one or the other.
