OK so is hair length a maturity signifier in Utena? All of the older, more "mature" boys in Utena have long hair, the only characters I can remember off the top of my head that have short hair are

Tsuwabuki (a literal child),

Miki (the youngest out of the characters that are actually important),

Kozue (how ironic that even though she tries so hard to be mature, even her character design tells us she is young and naive),

past Tokiko (and when she's grown up, her hair is long),

Dios (he's a childish ideal, a naive child, the embodiment of purity (a trait often associated with children) and Akio (who has long hair in a ponytail behind his back, almost like he's trying to hide that he's adult, either to manipulate children or 'cause he's in denial that he isn't who he was as a kid and wants to fool himself as well he's still that pure and innocent even though he never was, but that distorted image made from old worn memories are what the characters consider childhood) is trying so hard to get back the person he used to be, but in the process becomes the most vile and corrupt adult out there, the opposite of what he was trying to achieve.

And movie Utena (I wonder if that's because as the loop reset she lost all of her memories and her progress, as if becoming small once again, and Anthy brings her back, and when her hair grows, it grows with a part of Anthy ingrained in it (her hair being wavy))

Also Mamiya (the kid that will never reach adulthood)

I also love the fact that Anthy has long hair rolled up to look short, like how she's a kid with a heart that's much older but leaves her maturity and pain hidden to look young and carefree.

I see a parallel between Dios using suffering of the Rose Bride as an example of something eternal, and Akio telling Anthy during their car ride that she is tortured by the world itself rather than by him.

Both treat it like some immutable state of nature. This is how real-life bigots justify oppression.

Twice, now. A character who a girl looks up to manipulates her by slipping a rose signet ring onto her finger, prompting her to take part in the dueling game.

...Huh. I just realized. Another word for dueling arena is dueling ring. In a sense, the rose signet rings that the duelists wear can also be called a dueling ring. I don't know if the pun is intentional or means anything, but it is there.
