I actually had a pretty in depth conversation about this with a friend the other day (like yesterday pfftt)!The sole reason Mila is so brutal and unforgiving is based on her original capture. She was sixteen, maybe seventeen, at the time her tribe was assimilated into the Legion. She witnessed her village burn and fall, most of her family killed brutally before her. She was only spared because of her will to live and thrash about in the grip of another, and was thus handed off to the Frumentarii—as a servant originally. However, she managed to rise above that meager task and she quickly learned their trade simply by listening and observing—asking the right questions at the right times. She was trained very briefly in the art of reconnaissance—something that permitted her to use her talents for purposes other than battle (which honestly, I thrive on how this has technically made her line of work canon).
Now, delving into the psychological aspect of her justification for being so ravenous and savage—she has Stockholm Syndrome, though it isn't a "classic" case. She feels as though she belongs to the Legion. She is part of the Legion. She is the Legion. An embodiment and an example.
When she was captured, the frontal lobe of her brain was still developing, as in all teenagers. That part of the brain is the hub for decision making and morality. The very last years of her teenage life were spent in the grasp of the Legion—and everything they stand for rubbed off on her: stuck with her. It's safe to say that her current behavior is a result of "peer pressure" and the influence other's around her made.
She holds the Legion on a pedestal—and yet, she knows that they will not succeed if they continue down the road they are traveling now. Mila will spout both praise and denouncement of what she calls "an empire in its infancy". She believes that if the Legion is to rise, it will fall first—and this will make way for someone stronger than Caesar. Someone more brutal and demanding, but charming—one who cares for his own just as much as he cares for spreading influence across the Wastes.And this naturally falls back on all of the ways she was molded into a woman of the Legion.

She stepped away and moved to a console, tapping away at the keys for a moment. A series of clamps on the clone's arms and legs unlatched, releasing the clone. Kiri turned back to him. "Step on out. I have to get a good look at you and make sure everything's working properly. You're part of the first batch they've made who hasn't had testicles on your face, so you're already ahead of them. That's good. We need to make sure you can move everything though. Don't worry if something starts to melt. We'll just upload you into the next batch."
