He is not! We do see him worry about members of the League! But that could be just, you know, regular caring about your teammates without needing to be parental.

Not quite a look of concern or sympathy (that’s Spinner). In fact it looks almost like he’s a bit annoyed at having to listen to all this lol. I’m sure he isn’t completely apathetic, but he’s not about to pat Shigaraki in the back and say ‘there, there’.
Mr. Compress has always been portrayed as sorta whimsical - he’s an entertainer, he ‘ad libs’ (taking Tokoyami), he’s pretty concerned with appearances and how he acts.

Heck, because of that, he’s fine with been seen as someone who’s only good traits is “deception and running away”, and that’s not something responsible parental units are known for. I don’t think? Or responsible people in general
Does he have parental feelings? Well, he does care about the League! Worrying about Toga not calling back (because if she was caught, they’re all at risk), wishing he could help Dabi fight Geten - but he also not gonna throw himself into the fray to protect anyone, to shield and fight for them, not really. imo.
Here’s Mr. Compress somewhat reluctant to help Giran (and implying that he wouldn’t get so attached to people, unlike Twice.)
When the League is split up during the Deika battle, the one to first notice Toga was missing and to worry about her is Twice, enough that he goes looking for her. While Mr. Compress figured she ran off on her own in a rather nonchalant “eh, she should be fine”.
Three translation comparison might be a bit much, but basically, I’m saying the general feel here isn’t exactly Papa Bear Search And Rescue Time.
Lastly, Mr. C is actually sometimes on in Toga’s “level”? He’s playful with her as more or less equals:

tl;dr - Mr. Compress is not a Dad; he’s more like that fun uncle you love, but you can’t trust your kids with for more than a weekend for fear of 1) scurvy from lack of healthy meals 2) learning bad life habits and decisions, and 3) all this ending with you posting bail for him/them.
