When plans were made for unifying the German states in the 1860s there was the question if Austria should be included or not. Of course the Austrians reasoned that they had every right to be part of the German Empire. But The Germans (read. Prussia) wasn’t so sure. So they fought a war, which surprise the Germans won and thus Austria lost the custody over Ludwig. Bismarck made sure to still have good relations with the Austrian Empire and they did have good relations. But I can see Roderich still being upset.
