There is no definite way to make a "cool" blog really; one of my first posts just got really popular and that's why my follower count increased. It's a matter of luck, I've had a fandom blog for six years now and it's barely half as popular. I guess my advice would be to a) stick to your own likings and interests and cultivate them b) make original posts about your interests and tag them appropriately c) follow and interact with blogs that are known in your interest circles, for example artists or bookblrs.
