LOT Headcanon
During his years at the Time Bureau (Rip landed in 2012), Rip set Nate up to join the Legends (this primarily would have been 2016). He had met Nate’s dad in Time Bureau business, and he realized that he was the son of the same Steel he worked with for the Spear (and who by this time had died in “Moonshot”) and so future Rip started off a causal loop by making sure that Nate would join the team and meet his grandfather/ become the hero he’d met in S2, by planting some of the evidence of the Legends where he knew Nate would find them (i.e. Ray being knighted, which he of course knew a lot about because of his brainwashed villainy in that ep).
And if he did that, I think it’s also reasonable to assume he set the Legends up to find Zari. A totem bearer, whom Amaya could help, who the Time Bureau had their eyes on, and Rip planned on the Legends taking on Mallus, so of course he would think to set them up with a new teammate who could help with that.
So all of the Legends, including later additions like Nate, Zari, Wally, and sort of Ava, were still handpicked by Rip except for: Amaya (whose history was too important) and then Charlie (by which point, x_x).

Potentially offensive opinion under the cut:
I don’t find it wrong that Rip kept recruiting Ava clones? His literal words to her were that she’s so special, and that she’s essentially irreplaceable- her skill set matters. And clearly, he likes who she is. Like, I don’t resent Ava at all for having hard feelings toward him right now, or an identity crisis, but I don’t get why fandom is mad at him? Maybe my feelings are tempered because I’m still waiting for a shoe to drop where she’s his Aunt Michelle, and the constant resurrection is him trying to hold on to another relative.
Regardless, he never treated her as subhuman, he didn’t try to override her or anything in this episode when she was mad at him- he still tried to convince her but not control her. Like, oops, but I find the (platonic) relationship between Rip and Ava a whole lot more compelling than the Ava/Sara romance at this point.

I haven’t watched the second season of LOT yet so forgive me if this sounds off, but I’d go with Jon = Rip, given he’s effectively a normal guy that’s fallen into a wild destiny (and at least in the comics has an infamous secret father). Maybe Caitlin for Dany? A big part of who Dany is, is tied up in the conflict of being a sincerely nice person, while also being constantly tempted to let loose years of pent up vengeance against a cruel unfair world
I can definitely see Rip for Jon, especially with the Booster paternity. Also him as the Lord Commander of the Night's Watch, and struggling with "should I do the larger right thing for humanity, or follow the rules of the order (Time Masters~ The Watch) with which I've aligned myself"- it's a really good fit.
I think Caitlin is a good fit for Dany, I just feel like when Kendra and Kara are options, they also have that same sort of "do I let loose my inner darkness and power" especially in Supergirl's "Falling" or the Kendra/Sara bonding in "White Knights," and they have the kind of added "last of my family line/ a dynasty's legacy." Also, I'm being ridiculously silly and Caitlin's last name just makes me feel like she has to be a bastard of the North (with you pointing out Booster... I'm now really partial to Rip starting out as a bastard in the Westerlands and being called Michael Gold...).
