Hc that the Ghost Zone has 'rogue ghosts' that don't have Obsessions, or ties to the living world or zone, or anything, and they're basically just super depressed and unfulfilled, drifting because they love nothing, they want nothing, they enjoy nothing, aren't they nothing, if they love nothing??
And the bats call their villains Rogues
So Batman sees Phantom hanging out with his Rogues (trying to get Poison Ivy's fertilizer recipe for Sam, trying to figure out how to best introduce Scarecrow to real fear the nightmare dimension Fright Knight, trying to get Two-Face in therapy for his proto-core issue (yeesh, Danny thought his initial core issues were bad)) and it goes down like this:
Batman: What are your intentions with Gotham's Rogues?
Danny, thinking he means the rampant numbers of super traumatized ghosts who have yet to figure out unlife: I want to help them, dude? Living with mental health issues sucks.
Batman could either hear the 'help them' part and get suuuuper paranoid, or the 'mental health' part and go "ah, another person who believes in redemption. Most helpful."
Also, he might imply Danny is a Rogue, and Danny gets all offended like:
Danny: Excuse you, I'm a perfectly healthy ghost! I have a Haunt and everything! Sure, the Gotham smog sucks for a space obsession, but I'm hardly a rogue ghost!
