This Yang & Ruby hug is completely different from all their previous hugs - from all the other hugs Yang’s given anybody, honestly. Usually she gathers you in her big beefy arms and tenderly holds the back of your head (or, if you’re Blake, she cups your cheeks). I’m sure she finds a great deal of comfort in these hugs, but clearly her main priority is to give comfort, to provide reassurance and physical affection and safety to the people she loves.
But in this scene, she’s looking for comfort for herself first. She puts her head on Ruby’s shoulder, before anything else happens, before she throws her arms around her sister and holds her tight - she lays her head on Ruby’s shoulder and clings onto her like a lifeline! Because this is about Summer, and they’re both equally hurt, and traumatized, and reeling from recent realizations - they’re just two kids who lost their Mom.
Ruby’s never hidden that she needs Yang’s love and support, but Yang, for the first time, is saying “I need you too”.
