So just a thought I had, but:
What if Panam rejecting female V is a bug?
From what I’ve read, and experienced a bit of, is that she’s just a flirty with female V as she is male V. I’ve only played female V and I have yet to actually get the rejection from her, but with all the bugs in the game it seems plausible to me.
