Rue Monroe is Japanese/American, living in a (fictional) city called ___ (will edit with name when got one). He speaks both Japanese and English. He still struggles with some words in Japanese, but is pretty good at it.
Rue is part stand. Though he doesn't know how this came to be, all he knows is that his parents want to keep it somewhat a secret from most people not really explaining to Rue what he is, just that he needs to somewhat hide his ears and tail.
Despite being part stand, his actual stand is a new development in his life. Only popping up a few months ago for him.

Though it wasn't ever explained to him, his mother is actually a stand that is some how looking human. So when Rue came about, he was part stand, but got more obvious stand features, that are somewhat hard to hide. His parents loved him a lot, him growing up to have a relatively good childhood, despite sometimes being bullied about the cat ears/tail when people saw them. Calling him a furry. It didn't really bother Rue growing up, more so just annoyed him, leading to him getting into a lot of fights with people bullying him. Him winning all the fights.
Growing up the only thing he couldn't really explain for himself is sometimes seeing 'ghosts' which happened to be stands. He never told his parents about this growing up, as he thought they'd call him crazy.
Most of his time growing up was just spent goofing off with people he made friends with, exploring the woods around his home (didn't live in the city where he lives now). And visiting family.
He spent a lot of time in the woods around his home, either is be with friends or on his own. He's always been able to move around the forest easily, knowing it like the back of his hands. Feeling at peace when in the woods. He'd often go bug catching when out there. Though his parents never let him bring the bugs into the home.

When he got into high school it was a bit harder for him socially as the bullying picked up for him. Leading to him getting into more fights. It didn't help that most of his friends had moved away from his home town to go to better schools, or what friends stayed found different friend groups.
He started to get a slight bleak look on life and people. Sure he had his moments of nice interactions with people, but he didn't really want to count on people.
During this time he still frequented the woods, still interacting with bugs, but moved onto interacting with other animals he came across too, doing this in the streets too. Often having stray animals following him around.
His parents always talked about moving, wanting to get out of the home town, as it didn't have that many opportunities. Them wanting to move so Rue could have a better future.
When his school was over they just decided to get Rue his own apartment in ___ (will edit when got city name). So Rue could go to college and get a part time job. Which Rue ends up going on a phycology college course, living in an apartment in the middle of the city.
Within the first week of him living on his own his stand just randomly appeared. Rue not knowing what to think of his stand, as his stand was a bit of an ass and released/summoned like 16 rabbits into the apartment.

Rue is fairly chilled out but quick to anger, and can be a bit of a bitch from time to time. Though if he likes someone he will watch his tone with them. He tends to just like to chill quietly with people, even if he isnt interacting with them. He does also like to have his moments where he can do something stupid. It's quite easy to convince him to do something stupid, but his stand may try to stop him if it feels like Rue may get hurt.
Rue hates people touching his ears or tail, and also hates people petting him. He doesn't mind other physical touches, but he'd rather not, preferring his own space.
He has better stamina and agility/acrobatics capability than humans. As well as not having shoulder bones, but doesn't have any of the negatives it comes with not having them.

Rue can create beasts, these animals/creatures won’t listen to him at first, but user can form bonds/friendships with them in order for them to listen to him. Whatever creatures he can imagine he can summon (e.g. summon a creature with a specific ability). He can summon the same creatures over and over again (as well as make them despawn). Once a creature is killed Rue is unable to summon that specific one he tamed and will have to start from scratch again. Due to being a new stand user he can only summon basic things as of yet.
His stand is sentient, being more of an asshole that Rue, not liking anyone but Rue and the creatures it summons. Other than Rue and the creatures it will try to eat most things smaller that itself if they can fit in its mouth.
Call You tries to help Rue when it can, trying to help with taming creatures, and encouraging Rue to summon bigger and bigger things, though Rue never wants too.
Rue doesn't have to tame a creature for it to be effective, as if the creature feels something is a threat it might attack the enemy, but there is a chance it may go after Rue if it isn't tamed.
