I think its safe to say there is a much more striking resemblance. Much closer hair colour, she has his eyes, and that's it but it's MORE THAN CAROL Combined with this, we know for a fact that Rudy and Asgore were "good friends," Rudy being at Asgore's wedding and even calling him a "fruit."
