Ottawa, Aug. 18. - A report is current here that a crazy man is running amuck at Vars, a village on the Grand Trunk, about 16 mles southeast of Ottawa. The news was telephoned in by an excited person. As a result a special train, with doctors and police, is being prepared. It is understood that at least one person has been badly wounded.
Later reports declared the man who was shot was Dr. Empey, who was shot in his house. A man named Blondin, who is supposed to be out of his head, did the shooting, and defied arrest. He is still in house, which is surrounded. No firing has occurred, the besiegers awaiting reinforcements.
Dr. Empey is still living, but is likely to die.
It appears Blondin, whose Christian name is Arthur, sent his daughter to summon the physician. As the doctor turned his back, it is alleged Blondin fired. The bullet found what is regarded as a vital spot. Blondin rushed out stark mad, and defied the whole village. The residents fled in terror, but watch was kept on the man while police aid was summoned from South Indian and Ottawa. Dr. Webster, a prominent surgeon of this city, has gone out in special train.
