set nonny mentioned the font used: abril fatface
for this set i just tried different things till it looked semi-good to me :D
first you make your gif, coloring etc. obviously. if you have questions about that process you can send another ask for this, i will focus on just the text effects. for this set, the quotation mark and the written text are actually two different layers.
after you finish making your gif, create a new layer above all of your other layers. then select the horizantal type tool and drag and create a textbox on your new empty layer. if you do it correctly it's gonna look like this. click on delete and all the text in it will diseappear. then paste or type your own text.
my character settings for the text. i used the color picker to select a color similiar to the edges of my gif.
after positioning your text however you want, right click on the text layer and click on blending options. change the blend mode to difference at this step to make the text change color as Ilya moves behind. i also added a 2 px white stroke on the outside to make it more readable but this is optional.
for the quotation mark, create another layer on top of your text layer. these are my character settings for this layer:
after that, right click and go to the blending options on your new layer. i did the same 2px white stroke on the outside of my text. the background doesn't move on much where this layer is positoned, so making the blending mode difference didn't create any effect other than making it look dark blue-ish like this.
to get rid of that dark blue, on the blending options change the fill opacity to 0%.
now we got just the outline of a quotation mark. which did not look good enough to me. so make it a bit more text effect-y, click on bevel & emboss on the layer style menu and voila!!
after that you can drag your layers to anywhere you like on your canvas. i used guides to drag it kind of in the middle.
