I'm 75% sure that Santa was lying to Locus when he told him that Locus was Felix's greatest fear.
Santa was an AI put in charge of finding the worthiness of a warrior to judge whether they deserved to be able to activate the various temples of Chorus. He told the Reds and Blues (at least, I think it was the Reds and Blues, I know he told SOMEONE) that the Purge was created to be used ONLY in the case of Chorus' population being beyond redemption.
It was shown that Felix went through the true warrior test and didn't pass, and Santa made it obvious that he didn't think highly of Felix's motives. So I'm convinced that Santa did what he could to stop Felix from killing everyone on Chorus and, while Santa couldn’t take direct action against Felix by himself, he told Locus what he thought would make him finally switch sides and turn against Felix.
Santa was SO focused on asking Locus whether he wanted to know what Felix was afraid of- he did it like 2-3 times, something he doesn't really offer anyone else in the Chorus Trilogy so I just think there was a reason behind it. The only other time he asks someone else that question is season 15 when Kimball asks him if Dylan Andrews is trustworthy and Santa's response is basically "yeah, she's fine, do you want to know what she's afraid of?"
I think Santa's an advanced enough AI that he can lie and manipulate, and he had a really good look into both Felix and Locus’ minds when they both tried to pass the true warrior test. I think Santa realized that if he said "Felix is afraid of you because he thinks you're going to find out he's been manipulating you for his own motives," he'd be kicking Locus' butt into gear to turn on and stop Felix.
