American football players are pretty big, right? he's probably on the shorter side plus he'd need to put on a lot of muscles// high school football players come in all sizes .quaterbacks especially can be tall and lean cuz they run mostly . Also jock could be any sport athlete. Track/basketball players are tall and lean cuz usually.

Work on Indy's 2015 Budget Starts Now

Although they managed to work about a budget deal for 2014, both the Mayor's Office and Council Democrats agree the challenges are so tough for the 2015 budget, they need to start work now.

The Council Monday night approved a $1 billion spending plan, 26-2, which closed a $15 million gap, by by taking a one-time loan of $6.9 million from the Fiscal Stability Fund, using $2.4 million from the rainy day fund and spending $5.7 million in funds leftover in an escrow account to pay possible claims stemming from the transfer of the water utilities to Citizens’ Energy Group.

However, both Council President Maggie Lewis and Ballard Chief of Staff Ryan Vaughn admit this was a one time deal and with the City facing a structural deficit ranging between $40 million - $50 million time is of the essence.

Ballard Vetoes Portion of Democratic Budget

Indianapolis Mayor Greg Ballard today struck $32 million of the budget passed by the City-County Council, impacting every Marion County office.

The County General tax distribution to county offices.

The Council Democrats Character 3 Contract fund.

The Police & Fire Recruitment Fund

The Council’s Character three budget cuts amounts to $625,000.  That is usually used for contracts, however, the Democrats have included $100,000 in redistricting.  Ballard Chief of Staff Ryan Vaughn says those cuts will be restored if the Democrats take out the redistricting portion. In addition to the Council budget, Vaughn says Democrats never funded the police and fire recruitment fund so there was no reason to keep the line item. The Mayor’s office also believes it has the authority to veto the $15 million payment in lieu of taxes (PILOT) levied against the Capital Improvement Board.   Vaughn says since the PILOT is a tax the Mayor has the authority to to veto the measure. The Council can override the Mayor’s veto, but it would take 20 votes and the Council is divided 16-13.   Republican leader Mike McQuillan says his caucus will not vote to override the veto.   In addition a budget must be passed by November 1. An Indy Update

Indy Politics sits down for a conversation with Ryan Vaughn, Chief of Staff for the City of Indianapolis touching on everything from the search for a new public safety director as well the possibility of the City extending benefits to same-sex and unmarried couples.

Vaughn says the city is finalizing the criteria for its search for a new public safety director and he indicates that acting police chief Rick Hite will likely be the new chief.

He also comments on the recent controversy involving a letter from Marion County Prosecutor Terry Curry that outgoing public safety director Frank Straub be fired and Council Democrats plans for redistricting as well as  new ordinance that would extend city benefits to same-sex couples and unmarried couples if they meet certain criteria.
