I think the important question is--why did the sniper take the time from his shot to dramatically track the paramedic running toward Buck (I'm sorry i don't know his name) before firing? He had Buck in his sights, ready to fire! That delay cost him his shot!
Its possible it was just a dramatic framing choice but it certainly gets me thinking
I don't think the sniper was aiming for Buck. I think he was searching for the next target personally. Captain Mehta was on his way, and it started tracking him then.
But this is 911, they do love to hype up their drama.
