Not only is it dark out in the Sector--someone's knocked out the power, or something, but it's irrelevant right now--but the whole area's been littered with debris and bodies of the dead and dying.
It's eerily similar to Enoshima's Despairing world, and for a moment, Naegi has trouble seeing any difference at all.
He pushes all those thoughts aside and helps an injured NPC through the door of a nearby shelter; turning around and wiping sweat from his brow, he surveys the area.
And spots a familiar face, in the distance.
Naegi blinks once in shock but calls out immediately: "Kuwata-san! Is that you? Come over here--people are evacuating to the Districts!"
