A ScaleWings, well, wings. Where the name came from: The abundance of scales on their wings. Sometimes Referred to as ShieldWings. Will go into detail later.

Yes! They changed their government from a monarchy to a democracy in the goal of advancement and knowledge. They determined that total freedom was the best producer of knowledge and societal growth. So far it has been working, however with technical advancements comes philosophical advancements, and with that realizations of self. Depression and mental issues become more common. Dragonkind are struggling to find purpose.
