[RAZZLY:] Good afternoon. This is the Seagull broadcast for Saturday, October 13.
Last night, an officer with the Kisaragi Police station--Assistant Inspector Tanaka, age 38--was arrested on charges of kidnapping and false imprisonment.
He's admitted to the charges, and his statement implicates him in additional crimes.
[RAZZLY:] Those crimes include the murder of Assistant Inspector Andou Mako.
Law enforcement is expected to begin investigating his statement and nailing down the facts.
We sincerely hope this marks the end of the recent spate of [violent] incidents.
This concludes our report.
[NOTE: The first line in Japanese specifies a stabbing murder.
There is no translation in the script for the last line, which is the same standard ending for all the broadcasts. They had to use its box to fit the rest of the translation, which is a whopper that overflows its boundaries almost immediately.]
[RAZZLY:] The incident was uncovered from the testimony of a couple of fraudsters who were arrested in Y City.
Until about a year ago, the pair were living in an apartment complex in [Kisaragi's] District Three.
When their debt got to be too much, they abandoned their 12 year old daughter and moved to Y City.
[NOTE: The "Shugo Apts" in English is a flub; the "shuugou" in "shuugou juutaku" is just the "complex" in "apartment complex".]

heavily in debt,

repeated acts of fraud,
the pair were arrested.
[RAZZLY:] They continued their fraudulent activities up until their recent arrest...
...and what they had to say was shocking.
Please look at this picture before I go on.

名前は城嶋リル。12歳。
出生届けは出されていません。
信じがたいお話だと思いますが
城嶋リル…彼女は……
生まれてから一度も、家から出して
もらえずに生活をしていました。
This is a photo of
Lil Shirojima, age 12.
Her birth cert. is
not available.
The next part is hard
to believe, but...
[RAZZLY:] Her name is Shirojima Lil. Age 12. Her birth was never registered.
You may find this hard to believe, but Shirojima Lil...
...lived her entire life without leaving that apartment once.
[NOTE:] Lil's surname, 城嶋, is not given an official reading that I know of. In a previous scene, her parents were named in English as Jyoujima Mamoru and Jyoujima Shinobu, but here someone else must've been at the wheel. The name could be Kishima, Kijima, Shiroshima, Shirojima, Joushima, or Joujima. Just based off a quick google search, it looks like Kijima and Kishima are unlikely, and Shiroshima/Joushima are the two readings that show up most. If I could pick, I think Joushima Lil sounds the best, but we might never know what the writers intended.
The two characters mean "castle/fortress" and "island", both conveying a sense of isolation. Her parents have common, generic names sort of like Joe and Kathy, but Lil/Riru is a very kira-kira name.
In fact, looking it up on Jisho, the first results are the English word rill and the Irish sea god Ler/Lir... but let's just leave it at Lil, because I don't wanna deal with all of that.]

友達と遊ぶことも、学校で教育を
受けることもできませんでした。
他のみんなが、愛する親や友人たちと

彼女は、狭い部屋の中でそれを

She never once went
outside of her home,
never played with friends
or went to school.
When everyone else was

[RAZZLY:] She was never able to play with friends or go to school for an education.
While everyone else was outside, having fun playing with their friends or beloved parents...
...all she could do was listen from inside her tiny room.
[RAZZLY:] When she grew old enough to dream about the future...
...what was there for her to imagine?
She was never able to fall in love, or meet someone who loved her.
That was all stolen from her.

そして最後に、二人の親がしたことは
見捨てて行くことだったのです。
このようなことは、断じて許される
ことではありません。
現在、二人の親は詐欺罪で捕まって
取り調べを受けています。
That was all taken
away from her.
In the end, her parents
deserted her.
This is absolutely
unforgivable.
[RAZZLY:] And finally, both her parents abandoned her.
Something like this cannot pass without punishment.
Her parents are currently being investigated for fraud.
[NOTE: Again, the text had to be shuffled around a little to fit everything in, and as a result the staging is a little different: in Japanese, Razzly still has her eyes closed on, "That was all stolen from her," and opens them on, "And finally, both her parents abandoned her." But in English she opens them on, "That was all taken away from her."]

このたびの事件は、いかなる刑が
適応されるかわかりませんが、
彼女の12年の苦しみとその死……
それに相当する刑など、この世に
存在しないことを告げておきます。
それではニュースを終わります。
Her parents currently
face fraud charges.
For her 12 years of
suffering & death,
no earthly punishment
could ever fit this crime.
[RAZZLY:] It's not yet clear what their punishment will be for this other incident.
But all I can say is that there's no earthly punishment...
...that could be equal to her twelve years of suffering and her death.
Osaka: Investigation into serial murders continues with no clues. With no eyewitnesses, the citizens remain terrorized by the "silent killer". Mayor Emura has stepped up police presence and urged citizens to limit nighttime travel.
The JSDF has officially announced the introduction of "Musou" powered exoskeletons. These suits, which augment muscles throughout the whole body, can lift 200 kg with ease and allow the user to jump more than three meters vertically.
[NOTE: Silent Killer is in English, like the Silent that we're dealing with here in Kisaragi.]
[NOTE: This is a big one, because the news in the EN version just sounds like a report about something that happened a week ago. What actually happened is that another group suicide was prevented!
Also, something very strange in the game script is that there’s a scene in the FORT script file that has Aoi talking to you! I thought the translator had made a mistake for a second. Since you get moved directly into the Hall location after Nola’s done being very inappropriate tbh, they put Aoi’s dialogue in the FORT file for once. Usually these are entirely Nola, Natsuki and Ray talking to you.]
[ALSO, I didn’t translate the part from previous scenes where Nola translates the cipher for you. Or maybe just part of it?? Since they send you back to the PC room to get more of it, and that’s clearly also from Shinji talking about the same thing. Wasn’t clear to me why they had to do that in two parts. Anyway, the TL work was fine on that, and it can happen in any of the locations you visit after lunch.]
Basically no issues except that the Japanese says the whole world is taking notice of this.
The interview with Edward is also astonishingly well-done, considering how confusing some of the other broadcasts got. In Japanese, Razzly says that the new antenna he gave Seagull will let them broadcast to “other cities”, not just “farther audiences”.

I‘ve really liked Kisaragi

[EDWARD:] I love this city.
I fell in love with it when I first visited, two years ago.
The sea and all the natural scenery surrounding it, its deep history... it’s a city overflowing with beauty.

[EDWARD:] Yes, I’m thinking of planting trees in District 4 first of all.
I’d like to make it possible to coexist with nature in the places where young people like to gather.
[nothing too significant in the broadcast itself. Lazuli calls herself a klutz when talking about the toast, specifies that the gold bar was found in the ashes of burned trash, and at the end says that the gold bar’s destination has nothing to do with a salaried employee like herself. The EN line “Heck, they could donate it to me!” replaces the last line and is actually a very good localization choice.]
On the second of the month, Chinese national media reported the return of Mars-bound explorer ship “Shenxian”. Its major goal was the excavation of [natural] resources.
