Even game birds harvested legally with a license? I can't remember the regulations on that one.
You can own feathers from birds that you have hunted with a license, though you might not be able to sell them depending on the bird. I’m guessing there’s also probably some caveat for falconers and the birds they own.
Shed raptor/passerine/etc. feathers of native species are illegal though! The exception being Native Americans, who can own raptor feathers for ceremonial purposes. I know a lot of them find the exception bogus because it requires registry with a tribe, which means they can’t give ceremonial objects to non-native friends and family and also some tribes aren’t federally recognized (some do it anyway, and thankfully it’s not a law that’s heavily enforced because having an eagle feather brings down a huge fine).
