Chloe made a good point. Modern vampires are probably really good at spreading themselves out. After all with Internet and modern media news spread a lot quicker compared to way back when. Also re: Volturi. Honestly a vampire government makes more sense in Antarctica tbh. Italy makes no sense there’s lots of people and SUN. Bring me vampire government in Antarctica.
Alternately it would also make more sense to have a vamp government in the middle of the woods in Romania.
The problem with Antarctica is that during the summer time you’ve got midnight sun and super long days. And there’s not a lot of people around so not much in the way of food. Europe would probably be the best area for weather and food supply.

@semisaltyturtle re: vamp government. hoia baciu forest is still super haunted and undeveloped, though it’s small. a location for a vampire government would also seriously depend on your folklore, and it’s completely possible that if there are multiple species of vampires (considering all myths are different) then the government is non-centralized and unique to each region. i wouldn’t question an italian government, although i wouldn’t make them as obvious as [½]
[2/2] the volturi. that was so obviously shitty homage to anne rice’s vampire theater in IWTV and pretty much every location in TVL. my point is, vampires probably have ways of making the human world accessible to them. any goth will show you sunhats and shawls, and of course muslim ladies cover themselves completely. i can’t say i’m comfortable with that kind of masquerade, but then, vampires don’t necessarily care about that kind of thing.
