I think the safest explanation regarding Steve is that he did marry his way into the family - after Cecil's brother died/disappeared/pursued his dream of attaining all-time excellence in fly salesmanship, Cecil's sister-in-law met a really nice if slightly paranoid guy named Steve. After they married, he became technical stepbrother to Cecil and stepfather to Janice. Cecil takes out his anger on Steve because a small part of him is still angry that his real brother isn't around any more.

Here's the mystery I want solved, though: who in the heck is Janice's mother? And how is she as to just 'leave town' like that, unimpeded by all the terrible forces of NV? Is her 'leaving town' a kind lie that Steve & Cecil use to hide the fact that she's been horribly killed/disappeared?
The only woman that we know of who has left Night vale willingly is the Woman from Italy
Also: dude, I got some waaayyyy trippy visuals from the scene with Steve and Kevin. Because everything was going transparent I pictured the most important parts of each character still remaining through their glassy skin - Kevin's smiling skull, Cecil's brain, ears and mouth, Steve's heart and nervous system, and his skin glowing red as blood flushed into his angry face. When I'm regularly drawing again, I may depict this myself.

ALSO also: can't believe no one else spotted the buried reference to "The Sandstorm" - Steve shouting 'Now YOU LISTEN TO ME [insert name here]', the way Cecil did to his email in that episode. Maybe imitating Cecil is the only way he knows how to be tough?

Kevin: Let me stop you right there, Steve Carlsberg!

Who knows, maybe all along the Dog Park was the trial-by-fire, board-game-esque method of determining the leader of Night Vale. "Get in, get out and find your way back to Night Vale and you'll get to be mayor." Maybe that's why Pamela always hated dogs.

I think Lauren programmed the StrexPet to bite Cecil after hearing the word 'Carlos'. Notice it bit him shortly after he said it. That's probably why she had to find out Carlos' name in "The Deft Bowman".
