He's just not the type for that. I guess we’ll never get a definitive answer unless the script for the show comes out, so this is just my theory. "

honestly yeah i usually think a lot of leon's "flirting" is interpreted as such but he really is just trying to be nice. also because in this situation in particular, jason is already being an asshole to leon, his next idea with shen may.
this is a good theory imo and kinda what i was thinking since i usually never saw a lot of leon's "flirting" as legitimate. even the re4 flirting is strange and unprofessional af lol
