21. Otsutsuki moon patriarch: Moumoku 盲目
The kanji means "blind", for obvious reasons. Both physical and metaphorical.
22. Kaguya clan leader: Yaban 野蛮
Meaning "savage" or "barbarian", again for evident reasons.
23. Neji's mother: Nozomi 望
Even if we never see much of her, barely a frame or two (here), she was devastated at Hizashi's death. I named her "hope".
24. Tenten's parents: Bao Hong and Shui Feng
If you're somehow knowledgeable about Chinese culture, these two terms probably ring a bell for you XDDD. The hong bao are traditional red envelopes used for gifts (money), and the widely famous feng shui is the concept of energy harmony in places.
So far I've never found a fanart that satisfied me, but this is a close one.
25. Rock Lee's parents: Hoi Chuen and Shan Dong
Every Naruto fan should know that Kishimoto based Rock Lee's design in two actual martial fighters, Bruce Lee and Jackie Chan. Hoi Chuen was the name of Bruce Lee's father, and Shandong was the province in China where Jackie Chan was born.
So far no good fanart found, please let me know if you see any.
26. Shino Aburame's mother: Kaho
Taken from a very good fanart that I liked lots! :-)
27. Hinata's mother: Hikari 光
The kanji directly means "light" or "brightness".
28. Karin's mother: Shimazu 島津
Since this poor woman had to escape her birthplace, I used the kanji for "island" and "ferry/port", reflecting her sad journey.
29. Kakuzu's previous partner: Kuchihige 口ひげ
I didn't go the extra mile for this one, it simply means "moustache" because the guy had one. What more do you need?
30. Iwagakure's sadist kunoichi: Shukketsu 出血
For a long time I used to call her simply Iwakuno, and that was it. Only recently I actually put in the effort to give her an actual name, which means "bleeding". Quite fitting, don't you think?
31. First hoshikage: Rashinban 羅針盤
Two minor unofficial kages, but since I've named the second hoshikage in Part 1, I wanted to name them as well. Rashinban is the name of constellation Pyxis (the Compass).
32. Third hoshikage: Subaru 昴
Subaru is the star cluster of Pleiades.
33. Inuzuka clan member: Fukubu 腹部
I already used this random Inuzuka boy for my fanon team :-). Following the clan's tradition, his name means "abdomen".
34. Chouji's tsukuyomi wife: Saibou 妻夢
No offense to Karui, I actually like her but I don't support the ship at all. Saibou's name literally means "dream wife", with alternative readings of the kanji. She was totally into Chouji and I found that heartwarming.
35. Kabuto's sensei: Giman Utaga 欺瞞 疑
Many fans have questioned this character, and yet we were never given a single clue about him O_O? Giman means deceit and utagau is the verb for being suspicious or being under doubt, so the whole name literally translates as "being suspicious of deception".
36. Iwagakure chuunin: Niniwa
Ok, so sometimes I get tired of thinking up too much and just roll with the simplest thing that comes to my mind. This is Niniwa's case. She is the war crush of previously mentioned Fukubu Inuzuka. No particular meaning to her name, just an inversion of Iwa-nin that sounded nice enough to become an actual name.
37. Haku's parents: Kyokuten 極点 and Koori 氷
Cold-related names, both of them. Father's means "pole" and mother's means "ice". Yes, in this case the double o is necessary because it's not a diphthong ou. If you wrongly write it as kori that is "stiffness", not "ice" (though sometimes an H is also used to mark a long vowel, so Kohri would also be correct).
38. Kirigakure female ANBU: Yuusetsu 融雪
Because even dumb Naruto realized how much this kunoichi resembled Haku, so I think she might be a survivor of Yuki clan from the purging era. Now that fifth mizukage Mei Terumii is promoting peace and inclusion and learning from your mistakes, I wanted to reflect this on her name, which translates as "melting snow".
39. Tenten's brother: Wu Xing
Ok, so if you ever bothered watching Rock Lee's spin-off series, you'll know it's pure comedy! XDDD In one of my fave episodes, Tenten more or less cross-dresses as a boy, which brought me the idea of her having a brother. Finding this great fanart only added fuel to it.
The name wasn't easy this time. Since Tenten's name is pretty much calling her "sky-sky", I tried to call the brother "land-land/ground-ground", but the kanji readings for that gave a rather stupid-sounding name (it was either Tsuchitsuchi or Toto/Dodo). So I settled with Wu Xing, which refers to the five elements in Chinese philosophy.
40. Three Takigakure kunoichi: Ryūri, Rainen and Konen
Because I like to rescue names from Naruto novels that I don't even read XDDD.
In the Takigakure novel that was adapted into an ova, a few summons appeared, but sadly they were cut off in the anime version. Ryūrimaru was Hisen's koi summon (given to the middle one), while Rainenmaru and Konenmaru were catfish summons belonging to Suien (given to the two on the sides).

She is the daughter of the King Ushinara, who is most probably ruler of Shibi at that point, and was known for his determination to provide refuge to people who sought it with his (the story of the Vulture and the Dove who shought refuge with him). His kingdom is demarcated to be between Yamuna's tributaries Jala and Upajala by Lomasha.
She is more importantly, the best friend of Varastri, the Vasu Prabhasa's wife.
She is known for her unparalleled beauty, and hence when Varastri hears about Surabhi's ability to grant eternal youth to her 'owner', she asks her husband to steal Surabhi and give her to Jitavati, so that she may remain youthful and alive for as long as Varastri herself.
