Shinigami should've been introduced in Season 3 because she feels so shoehorned in!

We already got an introduction to half the cast in the Space Arc, following up with a whole bunch of useless homages done for nostalgia instead of proper storytelling.

Imagine if in Karai's stead, Shredder called Shinigami in to be another way to lock Brainwormed!Karai down. Make her think that she really is part of the Foot clan with her girlfriend friend there to back them up.

Then just show her looking so confused and conflicted when she sees that her girlfriend best friend is acting off.

And maybe when The Fourfold Trap occurs and Karai's thrown over, have Shini jump in after her.
