Sai is better for actual drawing while PS is better at major adjustments to the drawing as a whole. I tend to use them both at once and just updating the work as I go depending on which program I need the most while I progress.
I see, that’s what i believed it was. I know some people that use both, but for now , I think I should stick with paint tool sai since I’m a total noob. Hopefully over time I’ll progress and use PS along with it.

Artists use both. But PS is more for touch ups, which is what most digital artists say. But I can’t draw worth shit digitally, only in real life. :s
I honestly can’t either ;A; I’ve tried once before and I gave up but this time I don’t want to give up. Oh and thank you for your help because that’ what was thinking, that PS was more for touch ups while paint tool sai was more for drawing/painting.
