They do not need to lie, and have never sought to without good reason. Often, instead of lies, They simply find different versions of the TRUTH.

A LIGHT TUNE WHISTLES THROUGH THE AIR as he walks , arms weighed down with all sorts of tubing & pieces of metal & scrap that it would take a STRONG IMAGINATION to imagine any use for. an imagination , in fact , perhaps as strong as the doctor’s. he and this strange collection make their way slowly back to the tardis ( HIDDEN amongst the trees of a nearby park ) , progress hindered every few minutes when something inevitably DROPS and he awkwardly crouches to collect it. ONE SUCH INSTANCE is he carefully balancing a coat hanger atop his UNSTEADY pile and he notices someone staring across at him. almost perplexed. he ignores it for a moment // and then craftily moves one arm to let the coil of wire under his elbow fall to the ground. bounces once ; twice , and lands DIRECTLY before the person staring. a smile flashes towards them ( as if he never even NOTICED their gaze ). “ could you possibly pass me that ? ”
