And the Doctor confirms that even after it’s been billions of years, he still misses Rose. And still believes she’s the one who saved him from the Time War. Not to mention, Rose is the Doctor’s only romantic interest that gets mentioned as being someone the Doctor loves. The others that get mentioned here were platonic loves of the Doctor.

When the Moment was choosing which form to take that would be the most likely to help the Doctor in the Darkest time of their entire lives, it chose Rose’s face. It chose Rose’s face out of every person the Doctor has ever or will ever meet. And it wasn’t the Bad Wolf that chose. The Moment said “I chose this face and form especially for you”. And then uses the name Rose Tyler. Not just Bad Wolf. This also confirms that can Rose have a strong impact on any incarnation of the Doctor. Not just Nine and Ten since she’s appearing for the War Doctor.
