If I play Skull Storm and my opponent controls a Sigarda, Host of Herons, do they lose half of their life then lose half their life again or does it have no effect? Similarly, how does Torment of Hailfire interact with Sigarda? Keeps coming up in EDH so I hope we're playing it out correctly.

Sigarda’s ability prevents your opponent from being able to sacrifice a creature to Skull Storm, so they have to lose life. They don’t have any choice here.

The same applies to Torment of Hailfire, where they’ll have to sacrifice noncreature nonland permanents, discard cards, or lose life.
