Archer tends to be the pinnacle of the “friendly neighbor” while he’s living in Violet City. He visits Falkner on a semi-regular basis, usually under the guise of the “bumbling foreigner.” Most of the time it’s to test his boundaries and see just how far he can win Falkner over on a personal level.
It takes several months before his violent tendencies make any waves in Violet and it starts with the disappearance of one of Archer’s nosy obnoxious neighbors. He’s visibly distraught by the incident and suspicion seems to roll off his back like so much water, but Falkner can’t shake the feeling he knows more than he’s willing to let on.
When Team Rocket makes its presence known in Azalea Town and largely passes over Violet City, it’s because Archer has a fondness for his residence. That doesn’t stop other less savory incidents from happening from time to time, however.
By and large, the civilians of Johto never really piece together where Archer’s real affiliations lie which is what they deserve for letting children fight their battles for them but after Kotone gets involved, Falkner discovers the horrifying truth. Soon after, Archer is forced to relocate.
Falkner is Archer’s first successful attempt at fusing Pokemon DNA with a human’s. He’s very coveted and ‘cherished’ as a result.
In order to facilitate the fusion, Falkner was injected with Skarmory DNA as a developing fetus in an artificial womb. His pituitary gland was carefully manipulated to force Falkner to grow at a rapid rate until he was, effectively, adult in size.
Although he is technically “young” by human standards, by avian standards, it balances out to some degree. He is still very sheltered as his education has been carefully selected and overseen by Archer and Rocket.
At this juncture, with the exception of teaching and ‘raising’ Falkner to discover more about the range of differences and similarities between the hybrid and its separate parts, Archer hasn’t yet decided what “the point” of his experimentation is or what he plans to do with Falkner when he’s satisfied.
